Can someone please tell me what movie im thinking of? 10 pts!?

theres this movie i saw 5 or 6 years ago on tv. it's like a kids movie rated g or pg. i have very limited memories of it, and im pretty sure its not like a box office sucess kind of movie, just like a made for tv or direct to video kind of movie. in the beggining of it there is a sister and younger brother, they are doing something that i dont remember but they shouldnt be doing it, and one of them, i think the boy has psychic powers and sees future which shows his mom is on the way home....then i have no idea what happens next for awhile, but somehow they end up in like an alternate dimension and they are in this dark town with no lights, there are like lifeless kids playing on the street. one kid is bouncing a basketball and when he sees the brother and sister he stops and the ball rolls towards the siblings i think. and wherever they are they were sent or trapped there by this like villain who looks like a normal male adult, black hair but with like red eyes. PLEASE PLEASE PLEASE answer this someone.
