4 weeks knee arthoscopy post op?

i had a knee arthoscopy for a meniscus tear of a large discoid lateral meniscus. i am now 4 weeks post op. still not walking dr doesnt know why. i am doing pt. my extention is a -12. sever pain in my knee whats wrong?? dr said i should have been walking within a week
